Gujarat government has started a pilot project to correct the land records across the state. The Government has recently carried out a resurvey of land records. Under this, the measurement of land parcels across the state was carried out by private agencies empanelled by the state government. However, there were reports of various errors and deficiencies in the resurvey done by the agencies. The state government now wishes to correct the mistakes in the land records. The government has made it clear that the correction would be done by the Revenue Department and not the private agencies.

The economy of an agricultural country like India depends on land revenue. The first two stages of the land revenue system (Reyatwari and Gramsamaj) date back to pre-historic times. At the end of which report Act 1 of the Measurement and Landing Act 1865 came into force. Finally, Act 5 of the Land Revenue Code (Mumbai)-1879 came into force and contained in Chapters-8 and 9 the matters relating to measurement and encumbrance.


Thus, the history of the Land Record Account has passed through different stages for the recovery of agricultural land in an agricultural country, and finally this account was formed by the provisions of the Land Revenue Act (Mumbai) 1879.

Land records are being maintained for various purposes including levy and collection of various taxes and land revenue, which was the principal source of revenue for the states. Cadastral survey was completed in the year 1960 for the entire state. This survey served as the basis of the land records. What is ROR issuance and its process?

Record of Rights (ROR) is an extract from the land records registers held by the Revenue department of the state government. It contains complete information regarding the land or property and the history of its holders.

To get the ROR, you need to follow the steps listed below:
  1. Visit the Digital Gujarat portal
  2. Type the location on the text box and click on ‘Search’
  3. Login to the portal using your credentials
  4. Click on ‘New Service’ option
  5. Select VF- 8A khata details from the menu
  6. Click on ‘Continue to Service’
  7. Click on ‘Continue’ after the service request ID and application number is displayed on the screen
  8. Provide the necessary details
  9. Click on ‘Save and Submit’ button
  10. Select the payment option and click on ‘Send OTP’
  11. Enter the OTP sent on the registered mobile number and click on ‘Confirm’ to complete the payment
  12. A receipt will be generated with a reference number
