Pradhan Mantri Awas Yojana – Urban (PMAY-U), a flagship Mission of Government of India being implemented by Ministry of Housing and Urban Affairs (MoHUA), was launched on 25th June 2015. The Mission addresses urban housing shortage among the EWS/LIG and MIG categories including the slum dwellers by ensuring a pucca house to all eligible urban households by the year 2022, when Nation completes 75 years of its Independence. PMAY(U) adopts a demand driven approach wherein the Housing shortage is decided based on demand assessment by States/Union Territories. State Level Nodal Agencies (SLNAs), Urban Local Bodies (ULBs)/ Implementing Agencies (IAs), Central Nodal Agencies (CNAs) and Primary Lending Institutions (PLIs) are main stakeholders who play an important role in implementation and success of PMAY(U).




The Mission covers the entire urban area consisting of Statutory Towns, Notified Planning Areas, Development Authorities, Special Area Development Authorities, Industrial Development Authorities or any such authority under State legislation which is entrusted with the functions of urban planning & regulations. All houses under PMAY(U) have basic amenities like toilet, water supply, electricity and kitchen. The Mission promotes women empowerment by providing the ownership of houses in name of female member or in joint name. Preference is also given to differently abled persons, senior citizens, SCs, STs, OBCs, Minority, single women, transgender and other weaker & vulnerable sections of the society. A PMAY(U) house ensures dignified living along with sense of security and pride of ownership to the beneficiaries.


How does Pradhan Mantri Awas Yojana Work?

An Illustration to help you understand-

Assume that you fall in the MIG-II category (i.e. your total household income is between Rs 12-18 Lakhs). You are planning to buy a house worth Rs 50 Lakhs. Your minimum down payment would be 20%, i.e. Rs 10 Lakhs, and you can arrange the remaining amount of Rs 40 Lakhs through a loan.

However, under PMAY 2022, MIG-2 category applicants are eligible for a subsidy of 3% on loans of upto Rs 12 Lakhs. Therefore, for the remaining Rs 28 Lakhs of the loan, you will have to pay regular (non-subsidized) interest rates to the lender.


How to Apply for PMAY 2023 Offline?

If you wish to apply offline for Pradhan Mantri Awas Yojana (PMAY), you can directly go to any CSC office near you to get an application form. Fill in the PMAY application form and submit it right there along with other required documents.


Documents required for Pradhan Mantri Awas Yojana

You will need the following documents to apply for PMAY scheme:
  • Consent to use Aadhar information
  • An affidavit stating that you (or your family members) do not own a pucca house
  • Identity proof such as Aadhar card or Voter ID
  • Bank account details
  • Swachh Bharat Mission registration number
  • Job card number - as registered under MGNREGA (Optional)


Pradhan Mantri Awas Yojana Bank List

You can get a subsidized loan under the Pradhan Mantri Awas Yojana scheme from any scheduled Commercial Bank, Housing Finance Company, State Cooperative Bank, Urban Cooperative bank, Regional rural bank, or any other institution as may be identified by the MoHUA.


Pradhan Mantri Awas Yojana beneficiaries

The beneficiaries under the PMAY list are divided into four categories, based on the annual income of the household.

Lower Income Group (LIG) Rs 3 lakhs to Rs 6 lakhs
Middle Income Group-1 (MIG-1) Rs 6 lakhs to Rs 12 lakhs
Middle Income Group-2 (MIG-2) Rs 12 lakhs to Rs 18 lakhs


PMAY beneficiary eligibility

  • Family status: A family of husband, wife and unmarried children are considered a household, according to the parameters set under the Pradhan Mantri Aawas Yojana. A beneficiary applying for benefits under this scheme should not own a pucca house, either in his name or in the name of any member of his family, in any part of India.
  • Home ownership: People with a pucca house of less than 21 sq metres may be included under enhancement of the existing house.
  • Age: Adult earning members of a family are considered a separate household and thus, a beneficiary of the scheme, irrespective of their marital status.
  • Marital status: In the case of married couples, either of the spouses or both together in joint ownership, will be eligible for a single house, provided they meet the income eligibility criteria of the household under the scheme.
  • Category: The beneficiaries from the EWS category are eligible for assistance in all four verticals of the missions, whereas the LIG/MIG category is eligible under only the CLSS component of the mission. People belonging to the SC, the ST and the OBC categories and women belonging to the EWS and the LIG are also eligible to avail of benefits under the Pradhan Mantri Awas Yojana.


PMAY Rural

To address the housing shortage in rural areas, where a large part of India’s population still lives, in spite of the tremendous urbanisation in this agriculture-centric economy, the union government restructured the Indira Awas Yojana (IAY) into the Pradhan Mantri Awas Yojana-Gramin (PMAY-G), with effect from April 1, 2016, after certain gaps were identified during the concurrent evaluations and the performance audit by the Comptroller and Auditor General of India (CAG) in 2014.

The PMAY-G (or PMAY Rural) programme aims to replace the kuccha homes (dwellings made of mud, using straw-like materials for thatching, which are not appropriate to live in, in extreme weather conditions) in India’s villages, with pucca homes (dwellings made of enduring materials like brick, cement and iron, etc., which provide protection against all weather and which have a long life span).

Under PMAY-G, a target of 2.95 crore houses has been set till 2024. So far, 1.90 crore houses have already been built across India under the PMAY-G scheme.

According to data provided by the Housing Ministry in 2019, it takes 114 days on an average, to construct a house under this scheme.

Under the PMAY-G, a beneficiary is given 100% grant of Rs 1.20 lakhs in plain areas and Rs 1.30 lakhs in hilly states, north-eastern states, difficult areas, Jammu and Kashmir and Ladakh, etc., to build a pucca house. The minimum size of the houses to be built under the PMAY-G scheme has been fixed at 25 sq metres.

Beneficiaries of the PMAY-G are also provided support of unskilled labour wages under the MGNREGS (Mahatma Gandhi National Rural Employment Guarantee Scheme) and an additional assistance of Rs 12,000 for construction of toilets under the Swachh Bharat Mission-Gramin (SBM-G).





In December 2021, the Cabinet had approved the extension of the PMAY-Gramin scheme till March 2024.
